Mr. Browning is currently the Vice President for Strategic Capabilities at Rhombus Power Inc. Prior to joining Rhombus, he served as the Deputy Chief Technology Officer for Mission Capabilities for the Department of Defense and, following transition of his position, performed the duties as the first-ever Assistant Secretary of Defense for Mission Capabilities: responsible for maintaining US technological superiority through the rapid transition of new technologies into military capabilities. Prior to joining OSD he served as Director of the Adaptive Capabilities Office, at the Defense Advanced Research Projects Agency (DARPA), where he worked closely with the Services and employed Department of Defense wide advanced research and development discoveries to enable joint lethality in contested environments and led the DoD-wide Assault Breaker II initiative.

Mr. Browning is a 30-year United States Air Force veteran, retiring at the rank of Colonel as Director of the Combat Air Force Special Access Programs Management Office –responsible for cradle-to-grave management and execution of a $25 billion portfolio. Throughout his career, he accumulated over 3,500 hours in the F-15A/B/C/ D and T-38 aircraft and commanded at the Squadron and Group levels. He supported Headquarters North American Aerospace Command as Chief of Battle Management Operations and served as the NORAD Commander’s Battle Staff Executive during the events of 9/11. As Deputy Commander of 9th AETF-I, he helped lead the United States Air Force in Iraq throughout the final year of OPERATION NEW DAWN. Mr. Browning is a graduate of the United States Air Force Academy and holds a Master of Strategic Studies from the Air War College, a Master of Military Operational Art and Science from the Air Command and Staff College, and a Master of Aeronautical Science and Aerospace Management from Embry-Riddle University.
