Ukraine
Background
Ukraine’s
background has some interesting specifics. During the Cold War Ukraine was a stable
part of the Soviet Union and was entrusted to the extent that it actually
manufactured some of the USSR’s ICBMs. There is also a Soviet radar facility on
Ukrainian soil.
Current Development
Ukraine is trying to use its technological knowhow as a
negotiating advantage hoping to bring business interest in the technologies. Aside
from the practical implications of these capabilities there are also political
implications as Ukraine has a pro-Western government and is trying to integrate
itself into NATO and the EU security structures. And in one sense one of the
primary concerns of Russian diplomacy not to allow this to happen.
Capabilities
Ukraine currently operates SNAR-10 artillery localization
radar and a number of types of surface to surface missiles (SS-21 or
Scud-B).
