Following the fall of Saddam Hussein's regime in Iraq, the Libyan government of Muammar Abu Minyar al-Qadhafi lost a close ally in weapons development. In December 2003, Qadhafi decided to open up his Weapons of Mass Destruction programs to the world and invited the IAEA into the country to begin the dismantling of Libya's nuclear weapons program. Extensive chemical and biological weapons programs were also revealed. Though still maintaining theatre ballistic missiles, the country's development of a strategic force has been significantly slowed.
